The Hyde County
Community Development Corp. (CDC) was incorporated in the State of North
Carolina on May 19, 1995. Its purpose is to promote economic development
through job creation; education and training; business development and
assistance; community outreach and community development projects. The
CDC works cooperatively with other rural and underdeveloped communities
in northeast North Carolina; local, state, and federal agencies; and
other organizations within Hyde County to promote economic growth
opportunities for the citizens of the county. (Click

The affairs and
management of the CDC are vested in its five-member Board of Directors
who meet quarterly. The CDC’s non-discrimination policy is as follows:

No person shall be excluded from services

or mental disability with regard to hiring, assignment, promotion or

The CDC operates the Hyde Davis Business Enterprise Center
(HDBEC), a business incubator with office space for lease and many

The Hyde
County Public Access Site is also located within the Hyde Davis Business
Enterprise Center. High-speed Internet service is available to the
public, free of charge

e-Hyde Program
The CDC serves as the administering agency
for the county’s e-Hyde program. The e-Hyde program was funded with the
assistance of the Rural Internet Access Authority. In August 2000, as a
result of the findings of the Rural Prosperity Task Force, the North
Carolina General Assembly created the Rural Internet Access Authority.
The Authority was called on to study and report on North Carolina’s
telecommunications infrastructure and to increase Internet use. They are
the central planning body for rural Internet access policy in North
Carolina.
The “e-NC” [link to:
www.e-nc.org ] campaign was officially launched during statewide
regional meetings in September 2001. Members of the NC Rural Economic
Development Center; the NC Legislature and State Government; community
leaders in rural NC; captains of business and industry – especially
those involved in telecommunications; small business owners and Internet
service providers; public and private organizations; and individuals
have been invited to participate. (Click

Alice Keeney, Hyde County Planner/Developer
and Margie Brooks, Chairman of the CDC have been designated as
“Connectivity Champions” for Hyde County. Right away they were faced
with a quandary – how to bring Hyde County up to the 20th
century level – much less get them on the right road to the 21st
century? While the Internet may have been in existence for two decades,
only in the past 5-6 years has rural Hyde County, North Carolina had
this electronic technology available to them. And while the rest of
corporate America has long since moved past the days of computer banks
so large they took up rooms of space, Hyde County small businesses and
individuals have just come-of-age with personal computers. And for the
most part, many have never even seen a laptop or held a palm-size
wonder, and don’t know a thing about networking, bandwidth, or chat
rooms
Hyde County’s e-Champions also discovered
that not only does the community need to learn how to expand their
horizons on the Internet, they need even much more basic help. How to
hook up all those wires, how to turn the “thing” on, how to
troubleshoot, etc. – all the ‘How do I do’ things that others take for
granted and the grandkids know more about than they’ll every hope to
know.
To this end, the first e-Hyde Public Access
Site has been established in the Hyde/Davis Business Enterprise
Center in Engelhard. Additionally, digital
and Internet training opportunities are available at the same
